District English Learner Advisory Committee (DELAC)
Empowering Families, Supporting English Learners
The District English Learner Advisory Committee (DELAC) is a vital platform for families and community members to support the success of English Learners throughout the Oroville Union High School District. DELAC offers parents of English Learners an active role in shaping the programs, services, and policies that directly impact their children’s education.
Each public school district with 51 or more English Learners (grades K–12) is required to form a DELAC or a subcommittee of an existing district-wide advisory committee. The purpose of DELAC is to advise the local governing board on matters related to English Learner programs and services.
DELAC Responsibilities
The committee advises the OUHSD Board of Trustees on key issues, including:

Development or revision of the district’s master plan for English Learner programs and services, considering each school’s Single Plan for Student Achievement (SPSA)

Conducting a district-wide needs assessment related to English Learners

Establishing district goals and objectives for English Learner programs

Developing a plan to ensure compliance with teacher and instructional aide requirements

Reviewing and providing input on the district’s reclassification procedures

Reviewing and commenting on written notifications sent to parents and guardians of English Learners

DELAC meetings provide a valuable opportunity for parents and community members to collaborate with school and district leaders. All parents of English Learners are encouraged to participate.
