MINUTES
CALL TO ORDER
Board President, Mr. Bruce, called the meeting to order at 5:30 p.m., Wednesday, November 7, 2007, at Prospect High School.
Board Members Present: Dave Bruce, Kathy MacIntyre, Brenda Harris and Ed Hottell
Administrators Present: Dwayne Robinson, Superintendent, Susan Watts, Assistant Superintendent/CBO and Corey Willenberg, Assistant Superintendent/Principal of Oroville Adult Education
Steve Rocchi arrived at 5:35 p.m.

At 6:13 p.m., the board reconvened to Open Session. In Closed Session, no action was taken.
On a motion by Dr. Rocchi, seconded by Mrs. MacIntyre, the board voted unanimously to table item #23 and approve the addition of an Amended Personnel Assignment Order, Item #30.
RECOGNITIONS AND PRESENTATIONS
1. Presentation on the Proposed Roundabout
Eric Teitleman from the City of Oroville did a presentation on the proposed roundabout at the Montgomery Street/Washington Avenue intersection.
2. Student Recognition and Achievement – CCHS
Walt Gess, CCHS Principal, recognized student Michaela Anderson. Michaela outlined her accomplishments and showed off many awards she has won in endurance equestrian riding.
3. Presentation on the Oro Bay Community
Eric Teitleman from the City of Oroville did a presentation on the Oro Bay development located in Thermalito.
STUDENT REPRESENTATIVE REPORTS
CCHS Student Board Representative, Jacquleen Corsetti, reported on red ribbon week activities and upcoming events including a Round Table night on 11/15, spirit week during the week of 11/26, the light parade on 12/18 and a winter formal on 12/21.
LP Student Board Representative, Samantha Powell, reported that the band Festivo and a competition in Lodi went well and expressed their thanks to the band boosters for their support. She also reported on the outcome of fall sports, red ribbon week activities, teachers moving into the 100 wing, ASVAB testing and upcoming events including a blood drive on 11/9, the last band competition in Merced on 11/10, a NJROTC field trip on 11/15 and 11/16, and preparation for winter sports.
OHS Student Board Representative, Nou Vang, reported on the outcome of homecoming, a World Café to discuss substance abuse in the library on 10/26, a great turnout for the Kevin Kimble 3-on-3 basketball tournament, a Halloween festival at lunch on 10/31, a new sound system in the gym, and a canned food drive starting on November 5th.
HEARING OF INDIVIDUALS ON NON-AGENDA ITEMS
Bret Lawson, OSTA Representative, announced that Joanna Behunin and Alan Jackson (CCHS parents) and the Church of the Nazarene were selected as OSTA’s Friends of the Month. Tammy Boehme was selected as Teacher of the Month.

4. Board Comments and Reports
Mr. Bruce stated that he enjoyed the band Festivo and thought we had an interesting football season. Mrs. MacIntyre stated that she worked at the YMCA haunted house which was a very scary experience!
5. Superintendent
Mr. Robinson reported that he enjoyed attending Respect Day at CCHS and the band Festivo. He was able to attend all but one home football game this season and was impressed by how hard the students played. He shared a letter from the Upward Bound program stating that OHS students, You Thao and Xeej Thor, did well in a web design competition and are invited to be presenters at the annual conference of the Northwest Association of Special Program in Portland, Oregon on December 10th. Preliminary 8th grade enrollment numbers from the feeder schools indicate that we will have 25 less freshman next year than projected. We have 2779 district students currently enrolled in programs on campus. Our attendance rate declined by 2% between month one and two. Attendance figures will be monitored closely and reported to the board monthly.
6. Administration
Mrs. reported that Jan Keller, JPA Administrator for BCOE, is retiring on 12/31. Her replacement is Christy Patterson who currently works as a Business Manager for the Durham Unified School District.
Dr. Willenberg reported that 46 people were trained in ICS today. Twenty OAE students took the CAHSEE today. OAE is hopeful that they will receive extra funding for being over their attendance cap last year. They may have a hard time hitting their ADA cap in future years if it is significantly raised.
Ms. Negri’s book club donated the newest Harry Potter novel to the LP library in memory of a member that passed away who had grandchildren previously attend there. She reported on attending CPM training on 10/30. LP has been selected to receive the CPM visit. She is trying to work out a date conflict as it is scheduled at their same time as their WASC. The California Healthy Kids survey has been given. She met with the math department chairs to discuss placing freshmen into Algebra I instead of Algebra A. There is also initial talk of offering a support class during the day or a 7th period. She will be attending the Oroville Area Schools Forum on 11/16 where she will give the feeder schools
data on their prior student’s credits earned, freshmen GPA’s, CAHSEE and STAR scores. She distributed data to the board showing how many students at LP, OHS and CCHS had multiple F’s on their first quarter report cards. Mr. Bruce asked how we can help the students that are so far behind. Ms. Dovell commented that many of the students did not graduate from 8th grade and should have been placed in Opportunity classes but there was no room for them. The Opportunity program for 10th grade has been cut. Prospect is full and is retaining their students. Therefore students must stay longer on the comprehensive campuses. Many of the students also have poor attendance but do not end up in truancy court through BCOE which shows that there is no consequence for them being truant. LP counselors have had student/parent meetings for all students with a 2.0 GPA or less. Some seniors that started out rough but got back on track have volunteered to speak to freshmen classes about their experiences. LP also offers many interventions. Mr. Tracy complimented Ms. Dovell on her guidance and is glad to see the schools working cooperatively. He has a bit of a different perspective as he spent many years seeing the transition from junior high to high school. Warning letters were sent to all freshmen and sophomores that received 3 or more F’s on their first quarter report cards stating that students were to attend mandatory tutoring. Only three parents opted their students out due to transportation issues. If a student did not show up for tutoring, Mr. Tracy met with each student and called their parent to inform them that they may be required to attend tutoring with their student per education code. Attendance in tutoring has increased. He also stated that LP dropped Algebra A last year and OHS is intending to do the same next year. It will help tremendously with the master schedule. Mr. Robinson thanked Ms. Negri, Ms. Dovell and Mr. Tracy for their efforts.
7. Review of BP/AR 5116.1 and BP/AR 6145
The board is required to annually review the policy on Intra-District Open Enrollment and Extra Curricular and Co-Curricular activities. There were no comments from the board or audience.

21. Cancellation of Board Meetings
#82-07/08: On a motion by Mrs. MacIntyre, seconded by Dr. Rocchi, the board unanimously approved the cancellation of the following board meetings: November 21, 2007, January 2, 2008, March 19, 2008, June 4, 2008, and July 2, 2008 due to conflicts with holidays and graduations.
22. Set Date for Annual Organizational Meeting
#83-07/08: On a motion by Mr. Hottell, seconded by Dr. Rocchi, the board unanimously selected December 19, 2007, as the date for the annual organizational meeting.
23. Approval of the LPHS Phase 3 Modernization Lease/Leaseback Purchase Agreement
This item is tabled to the December 5, 2007 board meeting
24. Request to Pass a Resolution in Favor of a Proposed Territory Transfer between the Thermalito Union School District and the Biggs Unified School District
Dr. Rocchi stated that he would like to see more information from Thermalito and Biggs before voting. Does Biggs want to unify? Mr. Robinson stated that the request came from Thermalito and that Biggs plans to deny the request. His reason for recommending denial of this item is due to Thermalito planning to build a high school which will take a large number of students away from Oroville High School. Mrs. MacIntyre thought it might be too soon to decide without a public hearing and input from Thermalito and Biggs.
#84-07/08: Mr. Bruce polled the board members for their vote. All members voted unanimously to deny the request to pass a resolution in favor of the territory transfer.
Note: Later in the meeting, Dr. Willenberg went onto the Biggs Unified School District website and reported that they had also voted unanimously to deny the request at their last board meeting.
25. Claim for Damages – Heidi Hostetter
#85-07/08: On a motion by Mrs. MacIntyre, seconded by Dr. Rocchi, the board voted unanimously to deny the claim for damages.
26. Approval of 2007/2008 Salary and Benefit Agreement with the Administrative Group
#86-07/08: On a motion by Dr. Rocchi, seconded by Mrs. MacIntyre, the board voted unanimously to approve the salary and benefit agreement as presented.
27. Approval of 2007/2008 Salary and Benefit Agreement with the Confidential/Supervisory Group
#87-07/08: On a motion by Mrs. MacIntyre, seconded by Dr. Rocchi, the board voted unanimously to approve the salary and benefit agreement as presented.

#88-07/08: On a motion by Dr. Rocchi, seconded by Mr. Hottell, the board voted unanimously to approve the MOU and curriculum as presented.
29. Approval of an Out of State Travel Request
#89-07/08: On a motion by Dr. Rocchi, seconded by Mrs. MacIntyre, the board voted unanimously to approve the request for Teisha Hase to attend the National Council of Teachers of English conference in New York from November 15th to 20th.
Mr. Bruce stated that he would like all employees traveling to out of state conferences to do a follow-up presentation to the board about their experience.

· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion and Rehabilitation Plan dated and executed on October 18, 2007:

#102-07/08: On a motion by Dr. Rocchi, seconded by Mr. Hottell, the board unanimously approved that Expulsion Case #27-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended.
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion and Rehabilitation Plan dated and executed on October 24, 2007:
Ø Student is to follow all district and school rules
Ø Student is to make positive academic progress
Ø Student is to participate in the Ready to Succeed Program
Ø Parent may request a release from expulsion on Colby’s 18th birthday (January 12th) if he has followed the terms and conditions of the expulsion order for him to enroll at Oroville Adult Education. This would require board approval.
Ø Student is to maintain positive attendance including no cutting of classes and no unexcused absences.
Ø Student is not allowed on or near any other district campus during the expulsion period except for boarding the transfer bus to and from Community Day School. This includes attending any extra or co-curricular events including games and dances. #103-07/08: On a motion by Mrs. MacIntyre, seconded by Mr. Hottell, the board unanimously approved that Expulsion Case #28-07/08:

· Be returned to Challenge Charter High School to continue education as set forth in the student’s Stipulated Expulsion and Rehabilitation Plan dated and executed on October 24, 2007:
Ø Student is to follow all district and school rules
Ø Student is to make positive academic progress
Ø Student cannot leave campus at lunch or break
Ø Student is to maintain positive attendance including no cutting of classes and no unexcused absences.
Ø Student is not allowed on or near any other district campus during the expulsion period except for Challenge Charter High School. This includes attending any extra or co-curricular events including games and dances. Location of campuses has been discussed with the student, and the student has been given a list of those campuses including street addresses.

#104-07/08: On a motion by Dr. Rocchi, seconded by Mr. Hottell, the board unanimously approved that Expulsion Case #29-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended.
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion and Rehabilitation Plan dated and executed on October 30, 2007:
Ø Student is to follow all district and school rules
Ø Student is to make positive academic progress
Ø Student is to participate in the Ready to Succeed program
Ø Student is to maintain positive attendance including no cutting of classes and no unexcused absences.
Ø Student is not allowed on or near any other district campus during the expulsion period. This includes attending any extra or co-curricular events including games and dances. Location of campuses has been discussed with the student, and the student has been given a list of those campuses including street addresses.
45. Expulsion Case #30-07/08
#105-07/08: On a motion by Mr. Hottell, seconded by Mrs. MacIntyre, the board unanimously approved that Expulsion Case #30-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended.
· Be referred to the Butte County Office of Education’s South County Community School to continue education as set forth in the student’s Stipulated Expulsion and Rehabilitation Plan dated and executed on October 31, 2007:
Ø Student is to follow all district and school rules
Ø Student is to make positive academic progress
Ø Student is to complete a substance abuse course
Ø Student is to maintain positive attendance including no cutting of classes and no unexcused absences.
Ø Student is not allowed on or near any district campus during the expulsion period. This includes attending any extra or co-curricular events including games and dances. Location of campuses has been discussed with the student, and the student has been given a list of those campuses including street addresses.
