MINUTES
CALL TO ORDER
Board President, Mr. Bruce, called the meeting to order at 5:33 p.m., Wednesday, May 7, 2008, at Prospect High School.
Board Members Present: Steven Rocchi, Brenda Harris and Ed Hottell
Administrators Present: Dwayne Robinson, Superintendent, Susan Watts, Assistant Superintendent/CBO and Corey Willenberg, Assistant Superintendent/Principal of Oroville Adult Education

Mrs. MacIntyre arrived at 5:35 p.m.
At 6:06 p.m., the board reconvened to Open Session. In Closed Session, by a vote of 4-0, one certificated employee was placed on an unpaid leave of absence through August 19, 2008, per a settlement agreement.
A moment of silence was held in memory of Bob Beeler who served as a board member in the early 1980’s.
On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board voted unanimously to approve the addition of an Amended Personnel Assignment Order (item #29).
Indian Education Coordinator, Meredith Cramer, stated that enrollment is down 30 students this year. There are 130 eligible Native American students in town that are not receiving services because they have not turned in the appropriate paperwork. Hopefully, having a Para-Educator at the elementary schools next year will encourage parents to fill out the 506 forms so their students will receive services. Ms. Cramer discussed an education faire, curriculum, Cal-SOAP scholarships and a Summer Bridge program. Mr. Frazier stated that Ms. Cramer and Mr. Devine do a great job working with students. The board thanked Ms. Cramer for all that she does.
RECOGNITIONS AND PRESENTATIONS
2. Student Recognition and Achievement – CCHS
CCHS Principal, Walt Gess, introduced sophomore Giulianna Alyea who shared her experience of going on a missionary trip to Hawaii to help repair a church and other buildings that were damaged by earthquakes. She doubted that she would have been able to go on the trip if she attended any other district other school as she would not have had the flexibility to leave for two weeks. Her teachers worked with her to get caught up when she returned. Mr. Gess stated that Guilianna is a shining star.
3. Presentation by the Las Plumas High School Native American Club
David Devine, Indian Education Para-Educator, introduced Jackline Knight and Michael Hedrick who are both members of the new Native American Club at Las Plumas High School. The purpose of the club is to make Native American students feel more comfortable on campus and to share their culture. Mr. Devine outlined the activities that occurred this year and their goals for next year. Mr. Robinson praised Ms. Cramer and Mr. Devine for their hard work.
4. Presentation by the Oroville High School Athletic Booster Club
Roger Soudan from the OHS Athletic Booster Club talked about activities for the year including setting up tutoring for students, offering two scholarships, fundraising, working in the snack bars, painting goal posts, upgrading the JV and Varsity baseball fields, purchasing team equipment and shoes for students that cannot afford them. There are currently 32 boosters in the club. Memberships are available from $25 up to $250.
STUDENT REPRESENTATIVE REPORTS
LP Student Board Representative, Samantha Powell, reported on three students making it to the golf playoffs, a NJROTC field trip to Camp Parks Army Base for training from 5/1 – 5/3, a blood drive on 5/2, the well attended prom on 5/3 and upcoming events including a Sadie Hawkins carnival, BBQ and dance on 5/9, FFA awards on 5/13, ASB elections on 5/13, class officer elections on 5/14, Top 10 awards on 5/15, LP/O Band concert and awards on 5/22, NJROTC awards on 5/23, senior slide show and assembly on 5/25 and senior awards on 5/29.
OHS Student Board Representative, Nou Vang, reported on the prom, a Fill the Shoe fundraiser, an all school BBQ on 5/2 and upcoming events including Golden Tiger awards on 5/8, teacher appreciation week, ASB and class officer elections on 5/15, Captain Hook drama production on 5/16, 5/17 & 5/19, spring football starting on 5/19, powder puff game on 5/22, senior awards night on 5/27, senior slide show and student/faculty softball game on 5/30 and graduation on 6/6.
HEARING OF INDIVIDUALS ON NON-AGENDA ITEMS
Larry Cobbler, OSTA President, distributed statistics to the board on a confidence vote done on the Superintendent and school administration. One hundred and seventeen OSTA members participated in the vote.
OHS parent, Mark Lundberg, talked about the track league meet tomorrow. He commented on how nice the facilities are at other sites and discussed how OASIS has been working to gather support in favor of passing a bond to upgrade Harrison Stadium.

5. Board Comments and Reports
Mr. Hottell expressed his appreciation for administration and is pleased with what the schools are doing. He feels that there is good enthusiasm and moral. Ms. Harris and Mrs. MacIntyre echoed his comments. Dr. Rocchi stated that we are in good shape compared to many districts. He feels that the joint effort between the board and administration has served us well. He is pleased with groups such as the boosters working together for students.
6. Superintendent
Mr. Robinson stated that the district is continuing to look for improvements such as expanding a severely handicapped classroom at Las Plumas. The irrigation project at Las Plumas is progressing well. Some projects are being wrapped up and others will be started this summer. He received a pack of Lifesavers from an employee with a note attached that read “you are a life saver.”
7. Administration
Dr. Willenberg reported that 28 OAE students took the English portion of the CAHSEE and 32 took the math portion. Their ADA is 541 and they are on their way to reaching the target of 655.
Ms. Negri reported that STAR and CAHSEE testing is completed and AP testing is underway. She will be reporting on March CAHSEE and physical fitness test results at the next board meeting. CPM is taking place next Monday through Wednesday.
8. Report on an Out-of-State Conference by Jeff Peek and Steve Brown
Jeff Peek, Steve Brown, Keely White and Tom Frazier from Oroville High School reported on attending the ASCD conference in New Orleans. Each person expressed how spectacular the conference was, talked about their favorite sessions and how they will incorporate what they learned into their classrooms. Mr. Peek read comments from teachers Cal McCarthy, Christi Tellechea and Julie Owen who were unable to attend the meeting. He recommended that teachers be able to attend this conference every year because it is well worth the expense.
9. College Connection Year-End Review
Julie Decker, College Connection Coordinator, introduced students Ross McKenzie, Tou Thao and Christina Stewart who shared their positive experience with the program this year. Ms. Decker shared statistics about where students were planning to attend college and gave an update on the success of past students that she has kept in contact with. She thanked the administration and teachers who helped her with the recruiting process this year. She distributed statistics on how the students did this year as well as letters from students to the board thanking them for opportunity to be in the program.
10. Graduation and Award Nigh Information
Each principal gave a report on their respective award night and graduation plans.
11. Regular and Adult Education Summer School Update
Dr. Corey Willenberg gave a report on the districts and Oroville Adult Education’s summer school plans. The district summer school will be run out of the OHS library as the administration building will be under construction. All teachers have been hired and they are expecting 400-450 students to attend. The Adult School summer school will begin on July 1st. Their brochure for classes next year will be coming out in early July.

26. Approval of a Resolution to Reduce Classified Services
#210-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved Resolution #12-07/08 which reduced a 0.875 FTE On Campus Suspension Supervisor position for the 08/09 school year.
27. Approval to Transfer Funds from the Professional Development Block Grant to the Special Education Program
#211-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved the transfer as presented.
28. Approval to Establish an Oroville High School Athletic Booster Club
#212-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved the establishment of the Oroville High School Athletic Booster Club.

30. Change of Placement for Expulsion Case #27-06/07
#214-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved that Expulsion Case #27-06/07:
· Be lifted and student allowed to transfer from South County Community School to Oroville Adult Education.
31. Expulsion Case #62-07/08
#215-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved that Expulsion Case #62-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year and the first semester of the 2008/2009 school year with no loss of credit earned and said expulsion be suspended.
· Be referred to Community Day School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on April 18, 2008:
Ø Follow all district and school rules
Ø Make positive academic progress
Ø Enroll in and complete an anger management class
Ø Participate in the Ready to Succeed program
Ø Participate in Victor counseling to learn about gang affiliation

#216-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved that Outside Expulsion Case #63-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year and the first semester of the 2008/2009 school year with no loss of credit earned and said expulsion be suspended pending a post-expulsion IEP.
· Be referred to Community Day School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on April 23, 2008:
Ø Follow all school rules
Ø Make positive academic progress
Ø Participate in the Ready to Succeed program
Ø Enroll in and complete a substance abuse class
Ø Participate in Victor counseling and any other alcohol and marijuana counseling possible
Ø Maintain positive attendance including no cutting of classes and no unexcused absences
Ø Student is not allowed on or near any other district campus during the expulsion period. This includes attending any extra or co-curricular events including games and dances. Location of campuses has been discussed with the student, and the student has been given a list of those campuses including street addresses.

#217-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved that Outside Expulsion Case #64-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended.
· Be referred to Prospect High School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on April 25, 2008:
Ø Follow all school rules
Ø Make positive academic progress
Ø Participate in the Ready to Succeed program
Ø Enroll in and complete a substance abuse class
Ø Participate in Victor counseling services
Ø Maintain positive attendance including no cutting of classes and no unexcused absences

Ø If student successfully completes the terms and conditions of his expulsion order, he may return to Las Plumas High School under a behavior plan written by Mr. Ramos. Otherwise, he will remain at Prospect High School for the fall semester of the 2008-2009 school year.
