MINUTES
CALL TO ORDER
Board President, Mr. Bruce, called the meeting to order at 5:31 p.m., Tuesday, March 11, 2008, at Prospect High School.
Board Members Present: Dave Bruce, Steven Rocchi, Brenda Harris and Ed Hottell
Administrators Present: Dwayne Robinson, Superintendent and Susan Watts, Assistant Superintendent/CBO and Corey Willenberg, Assistant Superintendent/Principal of Oroville Adult Education
· Personnel-Gov’t. Code 54957 [Public employee employment/discipline/dismissal; certificated/ administrative non-reelections and layoffs]
· Conference with Legal Counsel-Anticipated or Existing Litigation—Gov’t. Code Section 54956.9 [Case name unspecified because disclosure would jeopardize negotiations]

At 6:08 p.m., the board reconvened to Open Session. In Closed Session, no action was taken.
RECOGNITION OF INDIVIDUALS WHO WISH TO SPEAK ON NON-AGENDA ITEMS
Mark Lundberg, OASIS President, and Tom Aldridge, OHS Athletic Director, informed the board that they have met with a very experienced consultant who builds sport complexes. Their intention is to have the consultant do a presentation on upgrading Harrison Stadium at an April board meeting. They expect that seeing the plans will generate enthusiasm for the project. The cost for the plan is $5000 and is being funded by the PTSA Athletic Committee. Dave Bruce asked about the possibility of applying for grants. Tom Aldridge stated that the possibility of receiving grants will be much higher if a bond is passed as grant agencies want to make sure that a project is going to be completed instead of having a district hold onto the funds for years. The plans will be useful later on if we are unable to go for a bond this year. Dave Bruce suggested inviting representatives from the City of Oroville, Feather River Recreation & Park District, Oroville Rhinos and other appropriate agencies to the board presentation.
1. Approval of a Tentative Agreement with CSEA
#188-07/08: On a motion by Dr. Rocchi, seconded by Mrs. MacIntyre, the board unanimously approved the tentative agreement as presented.
2. Amended Personnel Assignment Order
#189-07/08: On a motion by Dr. Rocchi, seconded by Mr. Hottell, the board unanimously approved the following amended Personnel Assignment Order:
(Irrespective of effective dates, new employees may not report to their school campus until Personnel Office has communicated completion of pre-employment requirements to site Principal.)

3. Expulsion Case #51-07/08
#190-07/08: On a motion by Mrs. MacIntyre, seconded by Dr. Rocchi, the board unanimously approved that Expulsion Case #51-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year and the first semester of the 2008/2009 school year with no loss of credit earned.
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Rehabilitation Plan:
Ř Attend summer school
Ř May ride transfer bus if needed
Ř Follow all district and school rules
Ř Make positive academic progress
Ř Enroll in and complete an anger management class
Ř Participate in conflict resolution training and activities, if available
Ř Maintain positive attendance including no cutting of classes and no unexcused absences.
Ř May ride transfer bus from Las Plumas High School to Community Day School if needed.
Ř Prohibited to go on or near any OUHSD comprehensive high school campus, or attend any extra co-curricular events including games and dances.
4. Expulsion Case #52-07/08
#191-07/08: On a motion by Mrs. MacIntyre, seconded by Ms. Harris, the board unanimously approved that Expulsion Case #52-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year and the first semester of the 2008/2009 school year with no loss of credit earned.
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Rehabilitation Plan:

Ř Participate in the Ready to Succeed (RTS) Program
Ř Maintain positive attendance including no cutting of classes and no unexcused absences.

5. Expulsion Case #53-07/08
#192-07/08: On a motion by Dr. Rocchi, seconded by Mrs. MacIntyre, the board unanimously approved that Expulsion Case #53-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year and the first semester of the 2008/2009 school year with no loss of credit earned and said expulsion be suspended..
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on March 4, 2008:
Ř Follow all district and school rules
Ř Make positive academic progress
Ř Enroll in and complete an anger management class
Ř Participate in the Ready to Succeed (RTS) Program
Ř Participate in additional counseling to assist in returning home to live with his natural parents
Ř Maintain positive attendance including no cutting of classes and no unexcused absences.
Ř Student is not allowed on or near any district campus during the expulsion period except for boarding the transfer bus to and from Prospect High School. This includes attending any extra or co-curricular events including games and dances.
6. Expulsion Case #54-07/08
#193-07/08: On a motion by Dr. Rocchi, seconded by Ms. Harris, the board unanimously approved that Expulsion Case #54-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended..
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on February 28, 2008:
Ř Follow all district and school rules
Ř Make positive academic progress
Ř Enroll in and complete an anger management class
Ř Participate in conflict resolution training and activities, if available
Ř Maintain positive attendance including no cutting of classes and no unexcused absences.
Ř Student is not allowed on or near any district campus during the expulsion period except for boarding the transfer bus to and from Community Day School. This includes attending any extra or co-curricular events including games and dances.

#194-07/08: On a motion by Dr. Rocchi, seconded by Ms. Harris, the board unanimously approved that Expulsion Case #55-07/08:
· Be expelled from the Oroville Union High School District for the remainder of the 2007/2008 school year with no loss of credit earned and said expulsion be suspended..
· Be referred to the district’s Community Day School to continue education as set forth in the student’s Stipulated Expulsion Agreement and Rehabilitation Plan dated and executed on February 28, 2008:
Ř Follow all school rules
Ř Make positive academic progress
Ř Enroll in and complete an anger management class
Ř Enroll in and complete a substance abuse counseling course
Ř Maintain positive attendance including no cutting of classes and no unexcused absences.
Ř Student is not allowed on or near any district campus during the expulsion period. This includes attending any extra or co-curricular events including games and dances.
